New Laws

I'd like to see a requirement that all new laws:

  1. Fit on one sheet of 8.5x11" paper, 1 inch margins, no font smaller than 12pt.
  2. Be written in plain English, understandable to an average high school graduate.
  3. Provide specifically for enforcement and penalties.
  4. Make compliance as simple as possible.
  5. Make punishments as harsh as is reasonable.
  6. Require repeal of at least one pre-existing law.
  7. Be veto-able by a general referendum of the the constituency to which they apply.

What do you think? Are there more rules? Are any of these a bad idea?

No bundling of laws together in the legislature, so they can't sneak the stupid stuff in on the coattails of something important.

MY idea of what should be understood by an average HS grad is seemingly a lot different from what a lot of collge grads think is understandable...

And maybe ONE sheet of 8.5 X 11 is too much since they do have to make sure it's not got too many loopholes. But I like the gist of this!

And, since I specify that the law has to include specifics for enforcement and sentencing, That's why I'm willing to give them the whole sheet.
